Drafts are empty wiki pages and can be public at any time. They can also be made specifically to be public when the wiki is contacted or when the owner comes up with an idea for a wiki page, enjoys writing, and wants to share that information. There is also information that will never be seen because it is sensitive, and those will never be added—they will remain in my memory
